Climate change affects the marine environment at all levels of governance. At a global level, researchers expect the projected increase in sea surface temperature to facilitate large changes in the marine food web, which in turn will affect both global fisheries and aquaculture. At the local level, government and stakeholders want to know whether and how this affects their local communities and their adaptive capacity in light of this. Research suggests that risk communication of the effects of changes in the marine food web suffers from stakeholders' short-term mentality and narrow boundaries. This in turn can lead to an underestimation of the potential risks associated with climate change. We explore this theory by mapping the perceptions of marine stakeholders in the region of Troms, Norway. We first developed cognitive maps in a workshop setting, and then used system conceptualization to analyze the feedback mechanisms of the system qualitatively using fuzzy cognitive mapping. We examined the outcomes and compared them for different scenarios using a simple MatLab script. Results demonstrated that stakeholders did not underestimate their risks to climate change. They were aware of environmental changes, and they perceived that a changing climate was the cause of this change, and that it was indeed affecting their livelihoods-and would continue to do so in the future.

In September 2018, following over a decade of informal discussions, the United Nations General Assembly launched an intergovernmental conference to address the conservation and sustainable use of biodiversity beyond national jurisdiction. This process is scheduled to take two years and is structured around four themes: marine genetic resources, area-based management tools (including marine protected areas), environmental impact assessments, and capacity building and marine technology transfer. This Perspective draws on the earth system governance literature and the authors' own experience of and views on the BBNJ process to provide insights and recommendations for the ongoing negotiations. It highlights three areas of concern: (i) the politicization of science and coping with scientific uncertainty, (ii) institutional fragmentation; and (iii) the need for a new agreement to respond to the complex set of multiple, multilevel, and systemic threats to marine biodiversity beyond national jurisdiction.

Ocean acidification (OA) is a global problem with profoundly negative environmental, social and economic consequences. From a governance perspective, there is a need to ensure a coordinated effort to directly address it. This study reviews 90 legislative documents from 17 countries from the European Economic Area (EEA) and the UK that primarily border the sea. The primary finding from this study is that the European national policies and legislation addressing OA is at best uncoordinated. Although OA is acknowledged at the higher levels of governance, its status as an environmental challenge is greatly diluted at the European Union Member State level. As a notable exception within the EEA, Norway seems to have a proactive approach towards legislative frameworks and research aimed towards further understanding OA. On the other hand, there was a complete lack of, or inadequate reporting in the Marine Strategy Framework Directive by the majority of the EU Member States, with the exception of Italy and the Netherlands. We argue that the problems associated with OA and the solutions needed to address it are unique and cannot be bundled together with traditional climate change responses and measures. Therefore, European OA-related policy and legislation must reflect this and tailor their actions to mitigate OA to safeguard marine ecosystems and societies. A stronger and more coordinated approach is needed to build environmental, economic and social resilience of the observed and anticipated changes to the coastal marine systems.
